(Theresa Seiger/tseiger@al.com)PRICHARD, Alabama -- Prichard spokesperson Melanie Baldwin told AL.com Thursday afternoon that Public Safety Director Michael Rowland has resigned.Prichard Mayor Troy Ephriam accepted the resignation of Rowland, effective immediately, according to a news release by Philip Stiell with the City of Prichard.Ephriam said he is "grateful to Chief Rowland for his service to the City and regrets that he was not able to stay on. "The months leading to the decision have been difficult," Rowland said during his less than six-minute speech. "State Rep. John Wayne Fox of Stamford, the committee's Democratic chairman, said his personal opinion is that the panel should take no vote on impeachment nor make any recommendation about impeachment to the full House. ""It didn't really sound like a resignation speech, it sounded like a farewell speech," Lyons said, saying she was disappointed that Rowland never addressed the real reasons he is leaving.But state House Minority Leader Robert M. Ward said he didn't expect Rowland to talk about the scandals because part of the reason for his departure is his wish to avoid a public discussion of those issues.Ward said he wasn't surprised by Rowland's resistance to calls for him to resign in the past six months.
